As Director of Navigation Policy and Legislation at the American Association of Port Authorities (AAPA), Mr. Sanford is handling Corps of Engineers issues, including AAPA’s Quality Partnership Initiative (QPI) and relevant legislative and regulatory matters. He serves as staff liaison to the Harbors, Navigation & Environment Committee.
Mr. Sanford brings to AAPA some 30 years of experience with the Army Corps of Engineers at the district, division and headquarters levels. During that time, he served as Chief of Civil Works Policy as well as Chief of the Interagency and International Services Division (working on Corps navigation services with AAPA’s Latin American port members).
During the early 1990s, while working for the late Sen. Daniel Patrick Moynihan, then Chair of the Senate Environment & Public Works Committee, Mr. Sanford was a principal author of the Senate’s Water Resources Development Act of 1992.
An active member for many years of AAPA’s Harbors, Navigation & Environment Committee, he has been personally engaged in assisting with the implementation of QPI.
Most recently, he was a Senior Fellow and Lead Research Scientist at the George Washington University Institute for Crisis, Disaster and Risk Management.
